Copy the "EMAC Open Tools-R3.exe" installer to your Windows development machine.
Run the installer.
Install the desired components from the menu.
This will create an "eclipse" directory in your C: drive and a shortcut to eclipse3.2 on your desktop.

Use the shortcut to start Eclipse.
